Giulia Albérgo is a slim, Italian-owned boutique hotel right in the center of Durrës, steps from the Roman amphitheater and the Venetian Tower. The white façade is elegant but understated — inside, the palette goes dusky rose pink, copper, soft blue and speckled marble. It's adults-only, has just 25 rooms, and breakfast is included and very good. Look, the beach is a 15-minute walk away (or 30 min to Durrës Beach), so this isn't a beach resort — it's a city base done right.
