May through October gives you the best weather, but timing depends on what you want. July and August mean perfect swimming but also crowds and €200+ hotel rooms that cost €80 in shoulder season. June and September offer the sweet spot – warm enough for swimming, cool enough for hiking, and fewer tour buses clogging Kotor's narrow streets. May brings wildflowers to the mountains but the sea's still chilly at 18°C. October works for hiking but beach season's over. Winter skiing happens at Kolašin, but most coastal restaurants close November through March. Here's the thing about Montenegrin weather – it changes fast. Pack layers even in summer because mountain temperatures drop 20 degrees from the coast. Rain comes suddenly and heavily, especially in autumn.
