November is one of the best months to visit Tunis Governorate.

March through May gives you perfect weather — warm days around 22°C, cool evenings, and wildflowers blooming in Carthage's ruins. Hotel prices stay reasonable and crowds are manageable.
September through November works just as well. The Mediterranean stays warm enough for swimming through October, but the crushing summer heat breaks. November can get rainy, but those storms usually pass quickly.
Summer (June-August) brings 35°C heat and European vacation crowds. Sidi Bou Said becomes a zoo, and even the locals escape to air-conditioned malls. If you must visit in summer, plan indoor activities for midday and save sightseeing for early morning or evening.
Winter isn't terrible — temperatures hover around 15°C — but some beach restaurants close and the Mediterranean gets choppy. December through February can feel more like a working city than a destination, which some travelers actually prefer.
